Luxembourg: Temporary suspension of dual-use licenses to Russia and Belarus



In view of the developments in Ukraine following the armed aggression by Russia, including from Belarusian territory, and in accordance with Article 16 of Regulation (EU) 2021/821 of the European Parliament and of the Council of 20 May 2021 setting up a Union regime for the control of exports, brokering, transit and transfers of dual-use items, the Luxembourg Government, via the competent export control authorities, has decided to stop granting licences and to suspend all licences currently in force, with destination the Russian Federation and the Republic of Belarus, with immediate effect.


This measure is of a temporary nature and will be evaluated on a daily basis according to the evolution of the situation.


The competent authorities ask economic operators to adopt particular vigilance at this time for the export of dual-use items not listed in Annex I of Regulation (EU) 2021/821, when these transactions are destined for the Russian Federation or the Republic of Belarus, in accordance with Article 4 of Regulation (EU) 2021/821 read in conjunction with the current sanctions in force against the Russian Federation.


In case of new developments, the competent authorities will inform the economic operators as soon as possible.
