First amendment of the EU Dual-Use Regulation 2021/821

The list of dual-use items set out in Annex I to Regulation (EU) 2021/821 is updated regularly in order to ensure full compliance with international security obligations, to guarantee transparency, and to maintain the competitiveness of economic operators.



The control lists adopted by the international non-proliferation regimes and export control arrangements have been changed during 2020. Annex I to Regulation (EU) 2021/821 has now been amended accordingly. In order to facilitate references for export control authorities and economic operators, Annex I to that Regulation has been entirely replaced by a new text. The amendments to the list of dual-use items set out in Annex I has also made necessary consequential amendments to Annex IV. Exports of dual-use items should now check if the classification of their products is still correct, with regard to the new annexes I and IV. Modifications have entered into force on 7 January 2022, following their publication in the EU Official Journal. Source: Commission Regulation 2022/1 of 20 October 2021
