Sanctions on trade with goods and technology
You want to export military equipment, arms or weapons ? You are providing technical or financial assistance, or brokering services, on such products ? Pay attention on the prohibitions.
Dual-use items are goods and technology which may be used for military and civil purposes. The export and certain other operations on such products are heavily regulated or prohibited.

There is a prohibition to sell, supply, transfer or export goods and technology which might contribute to Russia’s military and technological enhancement, or the development of the defence and security sector, to any person, entity or body in Russia or for use in Russia. Some exceptions apply.

A prior authorisation is required for the sale, supply, transfer or export, directly or indirectly, of items suitable for oil and gas, if such items are for use in Russia, including its Exclusive Economic Zone and Continental Shelf.

There are restrictions on the sale, supply, transfer or export to Russia of specific goods and technologies for use in oil refining, together with restrictions on the provision of related services.

EU finds it appropriate to introduce an export ban covering goods and technology suites for use in aviation and the space industry, and prohibits the provision of related services.

Additional restrictions prohibit the import to the EU of goods originating in the areas of Donetsk and Luhansk in Ukraine. This measure concerns goods wholly obtained in these territories or which have undergone their last substantial transformation there.

Goods and technology for use in certain sectors in the non-governmental controlled areas of Donetsk and Luhansk oblasts of Ukraine are restricted. Some related services are also prohibited.

The import to the EU of goods originating in Crimea or Sevastopol, as well as certain related services, are prohibited.

The export of goods and technology for use in Crimea or Sevastopol is restricted. The same restriction applies, with some exception to some related services.

Exports of navigation and radio-communication equipment, as outlined in chapters 4 and 5 of Commission Regulation in accordance directive 2014/90.

Iron and steel products are subject to an import prohibition. Some exceptions do apply. The concerned products are indicated in a list.

Goods which generate significant revenues for Russia, as listed in Annex XXI, are prohibited into the Union, if they originate in Russia or are exported from Russia.

It shall be prohibited to purchase, import, or transfer, directly or indirectly, coal and other solid fossil fuels, as listed in Annex XXII into the Union if they originate in Russia or are exported from Russia.

Goods which could contribute in particular to the enhancement of Russian industrial capacities as listed in Annex XXIII are subject to prohibitions. Some exceptions do apply.

It shall be prohibited to purchase, import or transfer, directly or indirectly, crude oil or petroleum products, if they originate in Russia or are exported from Russia.

It shall be prohibited to provide, directly or indirectly, accounting, auditing, including statutory audit, bookkeeping or tax consulting services, or business and management consulting or public relations related to Russia or its government.

Freezing of funds
Certain persons, entities and bodies are facing restrictive measures, as their funds are frozen. No funds or economic resources shall be made available, directly or indirectly, to or for the benefit of these listed persons, or natural or legal persons, entities or bodies associated with them.
Sanctions on other services
It shall be prohibited for any aircraft operated by Russian air carriers, including as a marketing carrier in code-sharing or blocked-space arrangements, or for any Russian registered aircraft, or for any non-Russian-registered aircraft which is owned or chartered, or otherwise controlled by any Russian natural or legal person, entity or body, to land in, take off from or overfly the EU territory.
